The Desktop Notifications app for MacOS is available as a notarized and signed PKG installer. The PKG is distributed within a ZIP file also includes a .plist file that contains the configuration for the app. After the installer has finished, it will run a post-install script to copy the settings to the /Library/LauchAgents/ so that it can be automatically run by LaunchD.

Download Desktop Notifications Client App (MacOS)
You can configure the installer using the options on this page. Changing the options will apply the selected configuration.
User Settings Profile (Optional)
Choose a User Settings Profile (more information on setting these up at User Setting Profiles) that will be applied to the installer. You should only select a User Settings Profile when you want users to be able to manage groups themselves.
Auto Launch Option
Decide whether the app should launch for all users of the computer, or just the user who installed the application.
Groups (Optional)
Select the groups that the devices should be subscribed to the first time the device registers. Note that the “all” or “desktop” group is hardcoded, and all devices will always register for that group. It is not included in this list.
The groups are written to the PLIST file that’s included when you download the installer.
